Requirements
  • Language: English (spoken and written) and French considered an asset.
  • Education: Valid 1st or 2nd Class Power Engineering TSSA Ticket.
  • Minimum 5 years of supervisory experience in an industrial environment. 
  • Strong knowledge of:
    • Steam and boiler systems
    • Wastewater / effluent treatment processes
    • Industrial yard operations
  • Experience working in a unionized environment considered an asset.
  • Excellent communication skills.
 
Key Responsibilities
  • Report to the Utilities Superintendent.
  • Using an entrepreneurial approach, provide planning and direction to the Steam Plant, Effluent, and Yard Operations areas to optimize processes in the most cost-effective manner while supporting the manufacture of pulp and newsprint. 
  • Manage and lead the Steam Plant, Effluent, and Yard Operations areas to ensure safe, efficient, reliable, and environmentally compliant operations. 
  • Ensure Steam Plant, Effluent, and Yard Operations are manned with a capable workforce through effective coaching, accountable leadership practices, communication, and training. 
  • Support compliance with the collective agreement and promote sound union / management / employee relations. 
  • Maintain a communications program to keep employees informed regarding mill and departmental priorities. 
  • Ensure proper administration of the workplace by maintaining effective internal and external relations, complying with legal requirements, and managing finances, inventory, information, maintenance, and human resources. 
  • Maintain workplace competency development so operating personnel can apply principles of basic and applied math, biology, and chemistry, read and understand trade drawings, operate computer systems, and troubleshoot equipment. 
  • Implement CAPEX, preventive maintenance, and production support systems to ensure reliable operation and longevity of Steam Plant, Effluent, and Yard assets. 
  • Provide input on the selection of new capital equipment to be installed in the Steam Plant, Effluent Plant, and Yard Operations. 
  • Support the development of departmental budgets and control operational costs. 
  • Advise and/or recommend changes or opportunities, outside of direct area of accountability, that contribute to optimizing short and long-term site objectives. 
  • Identify opportunities or risks related to manufacturing costs or processes and work effectively with colleagues to take appropriate action.
  • Set up relief coverage for planned absences. 
  • Provide effective advice and support to line supervision and area managers. 
  • Work collaboratively with operations, maintenance, and management teams to support mill objectives and continuous improvement initiatives.

Steam Plant Operations:
  • Ensure systems and processes are in place to provide continuous steam and air safely and efficiently at minimum cost while adhering to environmental guidelines and regulations. 
  • Support the reliable operation and maintenance of Steam Plant assets and systems.
 
Effluent & Yard Operations:
  • Establish proper sampling, testing, QA/QC, and laboratory procedures. 
  • Analyze test results and make appropriate process adjustments. 
  • Ensure effective operational control systems and procedures are in place to monitor and maintain pre-treatment systems, primary treatment, biological treatment, clarification, sludge handling and disposal, chemical handling, and ancillary systems.
  • Ensure compliance with all applicable Federal and Provincial environmental legislation, Certificates of Approval, and environmental regulations relating to effluent, storm water, and steam production. 
  • Coordinate and perform regulatory sampling and shipments to external labs.
  • Input, prepare, and submit monthly, quarterly, and annual regulatory reports. 
  • Report environmental incidents to regulatory authorities as required. 
  • Provide technical support and direction to departments regarding environmental best practices. 
  • Provide technical support toward maintaining newsprint key quality parameters. 
  • Provide training to Effluent Operations personnel on testing procedures and laboratory equipment operation. 
  • Ensure required environmental laboratory safety procedures are followed.
  • Oversee Yard operations including road management and maintenance, snow and sand removal, landfill waste disposal, metal disposal, lawn care, operation and maintenance of road maintenance equipment.
